dats not showing up in game

Hi, I am posting for my friend. He has installed the dats, they look right in the folder but when he goes to the game its blank. Any ideas or suggestions on how to fix this. oh he's on windows 7 and is playing ff via a steam download. Thanks in advance for any help!
